As a member of Congress, Rep. Carey is able to submit a limited number of qualified local projects to the Appropriations Committee for consideration of federal funding.

Details of all submitted project requests as well as certifications that neither members nor their immediate families have any financial interest in the projects are required to be posted online to ensure full transparency. You can find this information below once projects have been submitted. 

FY24 

London Public Safety Facility

Requestor: The City of London – Division of Police

Address: 40 S. Walnut St. London, Ohio 43130

Amount requested: $12 million

Reason for the request:

The City of London is seeking funding for the design and construction of a municipal public safety facility to house the London Division of Police. The project would be a valuable use of taxpayer funds because the current facility utilized by the department is sorely inadequate as outlined in a professional needs assessment completed in 2021. The division lacks many attributes of a modern facility that supports community safety initiatives and promotes community policing in addition to supplementing professionalism within the agency. The current structure was occupied in 1986 with a total of 6000 sq. ft. of combined office and garage space. The current structure needs of the department listed over 18,000 square feet of office space required to adequately serve the community residents.

Miami County Courthouse Renovation

Requestor: Miami County Board of Commissioners

Address: 201 W. Main Street Troy, Ohio 45373

Amount requested: $4.2 million

Reason for the request:

This project would be a valuable use of taxpayer funds as the historic Miami County Courthouse serves the public as a functional court building and includes the county Board of Elections. The interior has a high volume of visiting public each year and was last renovated in the 1980s. The project scope would include updating accessibility to the large courtroom, improving technology and electrical infrastructure as well as restoring the ceilings, walls, furnishings, and floors. These improvements will ensure improved access and better services for the visiting public.

Miami County Fairgrounds All-in-One Administrative facility

Requestor: Miami County Board of Commissioners

Address: 650 North County Road 25A, Troy, Ohio 45373

Amount requested: $2 million

Reason for the request:

The funding would be used to construct a newly designed Maimi County Fairgrounds All-in-One Administrative facility as the current location is over 60 years old and in poor condition. This project would be a valuable use of taxpayer funds as it would incorporate the existing Miami County Agricultural Society as well as Soil & Water, OSU Extension Office, and the USDA Farm Bureau. These services are currently spread out across the county but work in conjunction with one another and serve the citizens of Miami County. The new building will create a centralized location for the citizens who utilize these services. The project will also include a much-needed public restroom expansion for fair attendees. Additionally, the building will include a large kitchen for citizen training classes serving underserved populations within Miami County.

Bloomingburg WTP Replacement Project

Requestor: Village of Bloomingburg

Address: 5634 Old SR38, Bloomingburg, Ohio 43106

Amount requested: $3.5 million

Reason for the request:

This project helps the Village of Bloomingburg maintain Safe Drinking Water Act Standards. Two of the three wells in use by the village have arsenic levels in excess of the levels established by the SWDA. To utilize these wells, the village must provide treatment and filtration. The existing filtration equipment that is in use has begun to fail and temporary facilities are being implemented in coordination with Ohio EPA in order to maintain the water supply for village residents. A permanent solution to replace the failing equipment is required.

Lafayette Water Infrastructure Project

Requestor: Madison County Commissioners

Amount requested: $1 million

Reason for the request:

The Madison County Lafayette water line extension will provide a new waterline to the former village of Lafayette, which is now part of the unincorporated territory in Madison County. The project will supply the 202 residents with reliable drinking water by extending an existing water line further down Old U.S. 42. Providing modern water infrastructure will improve and increase fire safety for the residents of the area through the installation of new fire hydrants. Federal support for this project will reduce the cost associated with the water infrastructure extension, therefore, eliminating the burden on ratepayers for the extension.

Southerly Wastewater Treatment Plant Expansion

Requestor: City of Columbus, Department of Public Utilities

Address: 6977 S High St. Lockbourne, Ohio 43137

Amount requested: $2.5 million

Reason for the request:

The Southerly Wastewater Treatment Plant Far East Train will expand the plant's primary and secondary treatment capacity to accommodate anticipated growth. The project will facilitate the continued growth of the central Ohio region while maintaining and improving water quality in the Scioto River watershed. The project will support between 50 and 100 full-time construction jobs for four years and create four permanent operator/maintenance positions when operational. Southerly Wastewater Treatment Plant treats 114 million gallons of wastewater in an average day, equivalent to 919,000 people's wastewater per day. This expansion project would support the projected growth in central Ohio of an additional 300,000 people in the sewer shed directly. The project will benefit the entire region economically by providing wastewater treatment to new businesses interested in moving to the area. This project is necessary to accommodate growth in the service area and maintain effluent quality in accordance with Ohio EPA requirements.

Sanctuary Night Expansion

Requestor: Sanctuary Night

Address: 368 W. Park Avenue, Columbus, OH 43224

Amount requested: $700,000

Reason for the request: Sanctuary Night is a drop-in center in Columbus, Ohio (OH15) providing services to exploited women. Although Sanctuary Night has existed as a weekly outreach for over six years, it opened a full-time drop-in center in May 2022. It’s estimated that the drop-in center would serve 150 unique women in its first 12 months. The project would be to Acquire and renovate 368 W. Park Avenue, Columbus, OH 43223. This 11,000 square foot building adjacent to our current drop-in center will be used to assist Sanctuary Night. Operating space will include offices, group therapy/conference room, clinical assessment space, respite area, bathrooms, clothing/supply storage, and staff breakroom.

City of Sidney Municipal Airport Water & Sewer Extension Project

Requestor: City of Sidney

Amount requested: $6,865,174

Reason for the request: This project will serve the southern boundary of the City of Sidney and will support further economic development projects in the city, county and state. The goal of the project is to extend water and sewer infrastructure to the airport and surrounding areas to support science, engineering, and industrial parks.

Workforce Development Hub

Requestor: Godman Guild

Address: 195 N. Grant Ave, Columbus, OH 43215

Amount requested: $1,000,000

Reason for the request: The Workforce Development Hub will be at the Guild's newly purchased location at 195 N. Grant Avenue in the Downtown Columbus Discovery District. The mission of the Guild is to provide programs that enhance the social and economic mobility of individuals and families in Central Ohio. The Workforce Development Hub will provide programs for youth, teens, and adults geared towards establishing pathways to higher education or the workforce. The Guild's continuum of services allows program graduates to onramp into pathways of additional training or directly into their careers in the workforce.

Mid-Ohio Food Collective Anti-Hunger Center

Requestor: Mid-Ohio Food Collective

Amount requested: $2,000,000

Reason for the request: An investment in the new Anti-Hunger Center in the South Hamilton/Eastland neighborhood will provide our neighbors with critical access to nutritious food, wrap-around services designed to meet the holistic needs of the community, and the chance for the space to deliver skill-building services to help residents secure in-demand employment and build paths out of poverty. Health care services, provided in partnership with PrimaryOne Health, will create healthier, more productive adult workers and child learners.  Turning the empty storefront into a service hub will help meet community needs and set up the area for success.

Bluegrass Blvd Roadway Extension

Requestor: Fayette County Commissioners

Address: 135 S. Main St, Washington Court House, Ohio 43160

Amount Requested: $2,500,000

Reason for the request: The extension of Bluegrass Blvd through Fayette County's industrial park known as the Midwest Mega Commerce Center will begin at the existing terminus of the roadway and extend north and east through the site to State Route 41. Total length of the project is approximately 3 miles. The roadway will provide access to I71 for the new Honda/LG joint venture EV battery plant currently under construction. It also opens up for development an additional 1500+/- acres in the park. The project will provide much needed capacity, alleviate congestion, increase safety, and spur economic development. The funding requested for this project will go towards the project engineering.

Alum Creek Drive (State Route 317 to Groveport)

Requestor: Franklin County Engineer

Address: 5238 Alum Creek Dr, Groveport, Ohio 43125

Amount Requested: $5,000,000

Reason for the request: Alum Creek Drive is a principal arterial for both freight and passenger traffic and provides primary access to Rickenbacker International Airport and Norfolk Southern Intermodal Terminal. This project will widen the roadway with a third through lane in each direction between State Route 317 (London-Groveport Road) and Groveport Road. This equates to a project length of 2.7 miles. Pedestrian facilities (5 foot concrete sidewalk and a 10 foot asphalt shared use path) will be installed as well. The two bridges over Big Walnut Creek will be replaced. The Alum Creek Drive project achieves the goals of safe and efficient movement of people and goods while supporting economic development. This project also promotes public/private partnerships. New development in the area supplements the more than 75 million square feet of warehouse and distribution space, and more than 25,000 jobs which currently exist in the Rickenbacker Area. The Mid-Ohio Regional Planning Commission (MORPC) estimates that the number of jobs in this area will double by 2040, and continued investment in the transportation infrastructure is critical to enable this growth.

Hayes Road and Richardson Road Roundabout Improvement

Requestor: Franklin County Engineer

Address: 7312 Richardson Rd, Groveport, Ohio 43125

Amount Requested: $1,500,000

Reason for the request: The intersection of Hayes Road and Richardson Road in Madison Township, Franklin County was the site of 12 crashes over a 3-year period (2019-2021). 25% of these crashes resulted in injury. It is currently the single highest priority for unsignalized intersections on the Franklin County Engineer's Local Road Safety Plan. This project seeks to reconstruct the existing stop-controlled intersection with a single lane modern roundabout. The Franklin County Engineer seeks to prevent future deaths and injuries at this intersection, which is traveled by nearly 1,600 vehicles daily.

Southwest Innovation and Medical Gateway Overpass

Requestor: City of Grove City

Address: 5690 North Meadow Dr, Grove Port, Ohio 43123

Amount Requested: $25,000,000

Reason for the request: Grove City recently annexed more than 500 acres southwest of the city with a vision to create a Southwest Regional Medical and Innovation Gateway - activating an area of more than 1,000 acres around the State Route 665/Interstate 71 interchange for economic growth. Targeted development patterns and land uses include technology-based, flexible spaces, office, institutional, research and development and light industrial. The area has prime visibility from Interstate 71 but lacks safe access and utilities. Thus, an important component to the area's success in opening land for development is a new I-71 overpass. The proposed overpass will create the potential for a medical and technology campus in close proximity to the Mount Carmel Grove City Hospital and other medical and tech industries, as well as mixed-use commercial developments, providing new options to live, work and play in Grove City and the region. The income tax generated by the businesses located in the area would not be feasible without the overpass and will allow the city to continue to provide services to the community and maintain our high quality of life.

Law Enforcement Youth Empowerment Program

Requestor: MY Project USA

Amount requested: $500,000

Reason for the request:

The Law Enforcement Youth Empowerment Project request would help fund the expansion of the existing work MY Project USA is doing in the Hilltop community for children and families, in partnership with law enforcement. MY Project USA's services provide youth with mentoring, recreation, and most importantly a safe space in a community where they are constantly at risk for violence as well as gangs and human trafficking. Through its services, MY Project USA is protecting and empowering the youth of the Hilltop to build a stronger future and community and also teaching the community how to make the Hilltop a better, more safe place.
